Principles of Section 504
Protection of Discrimination
Requires the individuals with disabilities have an equal opportunity benefit from a school's academic or nonacademic programs or services as do their non disabled peers:
The provision or special education and related aids and services that as designed to meet individual educational needs of the handicapped persons as adequately as the needs of the nonhandicapped persons are met and that are based on adherence to procedural safeguards.
Evaluation and Placement Procedures
This is to prevent misclassification and misplacement. When determining placement, the school must bring a team together of persons knowledgeable about the student, the meaning of evaluation data, and the placement data. Then using all the information, from a variety of sources, they can make a placement decision.
Procedural Safeguards
This is to make sure that all aspects of Section 504 are met. If a parent feels that they are not met, he or she may file a due process complaint which is similar to that of IDEA.

- Physical Accessibility- School structures must be physically accessible to all students with disabilities.
- Program Accessibility- It may be necessary to make modifications or accommodations to programs so that students may benefit from them.
- Reasonable Accommodations- A program receiving federal financial assistance must make appropriate accommodations as long as they do not impose an undue hardship on the program.
- Comparable Facilities- When separate facilities are used for students with disabilities, they must be comparable to the main school. They can be better, but not worse.
