Statewide Standards
Schools must used scientifically based instruction in order to improve student achievement. This is because then educational strategies are not subjected to fads and it makes teaching more effective and productive. Teachers must find evidence based practices to use for teaching strategies.

General Education Teachers
The goals of NCLB are to increase the academic performance of all public school students and to improve the performance of low-performing schools. This is done by:
Statewide Standards
- States must develop their own standards of what students should know and be able to do.
- Provide guidelines to schools, parents, and communities that tell them what achievement is expected of all students.
- This is to be done in all core academic subjects.
- Standards must have a way to prove that the students are mastering the standards.
- Each state must have an assessment that correlates with the standards in order to show that the schools are achieving and students are mastering the content.
- 95% of students that are low income students, students with disabilities, limited English proficiency, and students from diverse or racial ethnic groups must be tested. Meaning that only 5% of these students are exempt from the testing.
- Only 1% of students with disabilities are exempt from testing. This means that students with disabilities either take the statewide assessment or they take an alternate assessment aligned with alternate state standards.
- It is the criteria set in order to increase student achievement also to see if the school districts are meeting state standards.
- If a school makes AYP then they are rewarded with funding from the sate.
- If a school does not make AYP the school will be designated as a school from improvement and school must make a plan for improvement.
- If a school fails to improve after two years the school district must give the parents the choice of transferring their child to another public school, that is not failing, or a public charter school.
- If the school fails after five years the state takes over the school and makes the corrective measures.

- Scientifically based research involves the application of rigorous, systematic, and objective procedures to obtain reliable and valid knowledge relevant to educational activities and programs. Also, it includes research employing systematic empirical methods that draw on observation or experiments involving rigorous data analyses.

General Education Teachers
- Must have a bachelor's degree
- Must be certified in the area that they teach.
- All must demonstrate their knowledge in the core academic subjects.
- Must have a bachelor's degree.
- Must have obtained full state certification as a special education teacher and be licensed through the state.
- States cannot waive this licensing.
- Must pass a test of subject knowledge and teaching skill to demonstrate competency.
- Have a high school diploma or recognized equivalent.
- Must have two years of college or an associates degree.
- Special education teacher is responsible for planning all paraprofessional activities as well as evaluating the paraprofessionals.
